Steps:
1.2 Synthesis of 5-aminoquinoxaline
6.6 g of 5-nitroquinoxaline was dissolved in 100 ml of dilute hydrochloric acid and zinc powder was added until the reaction was complete. The pH was adjusted to 12 with sodium hydroxide and filtered to give 5.5 g of a pale yellow solid. The solid was recrystallized from ethyl acetate to give 5.3 g of a white solid with a yield of 94%.
